New Scope button allows you to create a new Scope for a Template, and apply it to the current Template.
Also you can click Edit Scope, if you have a permissions for it.

Public | This checkbox makes the created Template available to all the users. | Available only for Administrators. |
Description | Short Template description, up to 128 characters long. | |
Scope * | Restricts the Template visibility. The Template will be available only in projects and issue types which the Scope contains. |
