New Features:

Updated all dialogs UI so it always fills the entire space of the ‘Manage Smart Comment Templates’ drawer
Added the ability to view the Comment Template content if the current user doesn't have permission to Edit it.

Bugs Fixed:

Data-time value is correct on the 'Smart Comments' tab of the 'Activity' section after editing the comment.
The calendar is not shown inside of the filter frame on the Smart Comments tab after the filter 'by data' is selected
