Starting from the 1.12.0 SIT version and above templates can have multiple owners selected. To edit the users in the Owners field you should have the Change Template Owner permission
How to change the Template owner username if you are the current owner:
Go to Templates => Manage Templates
Select a Template you want to pass to another owner
Select a new owner in the Owner field of the Template Details section
Click the Update button at the bottom of the dialog
Users without this Browse Users Global Permission would still be able to add users to the field by explicitly providing the exact username - but will not have auto-suggest working for them.
If the Owner field is inactive, please contact the administrator for receiving the right permission.
How to change the Template owner name if you are not the current owner:
If you are an Administrator of Jira Administrator:
Go to Templates => Permissions
Click the Edit Permissions button in the upper right corner of the dialog
In the Template Permissions section, find the Change Template Owner item and click Edit
Activate the Users checkbox and select the users that are to have this permission
Click the Grant button in the lower part of the dialog
Make sure that the user has the Edit Templates permission
If you are not the administrator, ask the administrator to conduct steps 1-6 for you.
After that:
Go to Templates => Manage Templates
Select the Template name that needs another owner
Select a new owner in the Owner field in the Template Details section
Click the Update button in the lower part of the dialog
