There are 2 ways to create a Scope:
From a Template creating creation dialog.
From a Manage Scopes page.

Open a template creating dialog and click the New Scope button under the Scope field. Alternatively, you can go to the Manage Scopes page and click on the “Create Scope” button.

In the popup menu:
Enter the required Name field.
Add Projects and Issue Types where the Template will be available.
Set which groups of users can use Template.
Click Add/Save

Once you click Add/Save, a popup notification would appear, confirming the Scope has been saved and the Scope would be applied to your Template. Then you can save the Template.

Example (see screenshot above): The newly created Scope with the name “Matrix” Service desk” will allow you to use the template only with the Matrix ITSD project if you select the Task type /Story/Bug option in the Issue Type field. The Template “Wake up, Neo…” will available for the user that has access to Matrix project and states in neo-group
You need to be a member of one of the selected groups: “jira-software-user”, “jira-servicemanagement-users“ or “jira-administartors”.
